Job Description
Senior Business Analyst – Public Sector (Manitoba government) Location: 215 Garry Street, Winnipeg, MB with remote-work options as defined in the SOW. Overview The Business Analyst will work at the intersection of business and IT in a public-sector environment, translating complex stakeholder needs into clear requirements and process improvements. As a senior analyst, you will lead process analysis, re-engineering, and Agile delivery, ensuring projects deliver measurable value and align with Manitoba government priorities.
You will act as a trusted advisor to business units, guiding changes, managing expectations, and negotiating solutions that balance technical feasibility with political and organizational realities. Key Responsibilities & Deliverables Process Analysis & Re-engineering Conduct as-is and to-be process mapping and analysis. Identify and propose process improvements, simplifications, and automation opportunities.
Document and validate re-engineered processes for implementation. Requirements & Design Gather, analyze, and document business requirements, use cases, and user stories. Work with stakeholders to prioritize requirements and manage scope.
Translate business needs into clear, actionable specifications for development and QA teams. Agile Delivery Support Participate in Agile/Scrum ceremonies (planning, stand-ups, reviews, retrospectives). Maintain and groom the product/backlog in collaboration with Product Owners and teams.
Ensure requirements are testable and traceable to business outcomes. Stakeholder & Change Management Build strong client relationships across departments, including executives and technical teams. Negotiate changes, manage expectations, and resolve conflicts tactfully.
Communicate complex technical and business concepts clearly to non-technical audiences. Problem-Solving & Decision-Support Identify and frame business problems, collect relevant information, and synthesize insights. Provide timely, thoughtful recommendations that support evidence-based decisions.
Minimum Qualifications & Experience Bachelor’s degree in Computer Science, Commerce, or an equivalent field. Minimum 10 years of experience working as a Business Analyst. Minimum 5 years of experience in: Documenting and conducting process analysis and re-engineering.
Writing requirements, use cases, and user stories. Working on projects in an Agile environment. Strong political acumen and awareness of public-sector dynamics.
Strong critical thinking skills and structured problem-solving approach. Excellent communications, consulting, and client-relationship skills, including: Ability to communicate complex concepts to both technical and non-technical stakeholders. Negotiation and conflict-resolution skills.
Ability to identify and frame problems, collect information, synthesize insights, and drive timely decisions. Preferred / Asset Qualifications Accreditation from IIBA (CCBA, CBAP, etc.) is a strong asset. Knowledge of BABOK and best-practice frameworks.
Work Model & Logistics Location: Primary work location is 215 Garry Street, Winnipeg, MB. Service location may change via SOW; remote work or hybrid arrangements may be defined. Your onsite rate and remote rate should be clearly stated.
Hours & Billing: Standard hours are 8:30 AM – 4:30 PM CST, 7.25 hours/day. Manitoba statutory holidays are unpaid. Overtime requires prior written approval.
Other rules: Time actually worked on assigned projects is billable; waiting time is not billable. Criminal record check (basic and possibly enhanced) may be required at proponent’s cost. #J-18808-Ljbffr
