Job Description
Job Overview RESPEC is seeking a senior‑level CAPPS Technical Oversight Analyst to support Texas state government enterprise systems, PeopleSoft environments, and large‑scale ERP operations. The role provides technical oversight, vendor governance, production support, service management leadership, accessibility compliance oversight, and strategic guidance for a statewide financial and human resources platform. Core Responsibilities Serve as a senior technical advisor for a statewide ERP program covering Financials, HR/Payroll, recruiting, reporting, and related enterprise systems.
Provide oversight of requirements, development, testing, deployment activities, and vendor deliverables to ensure compliance with established standards, procedures, and development lifecycle methodologies. Review technical and functional designs, analyze business processes, evaluate integration impacts, and identify potential risks related to performance, security, scalability, and data quality. Support solution reviews throughout the design, development, testing, and deployment lifecycle while recommending improvements to overall system quality and operational effectiveness.
Manage enterprise service management operations, including administration of an ITIL‑compliant service desk platform, incident management, root cause analysis, troubleshooting, reporting, knowledge management, and integration support. Participate in major incident response activities, disaster recovery testing, upgrade testing, production deployments, and ongoing operational support. Oversee digital accessibility compliance efforts, including WCAG 2.1 reviews, remediation tracking, accessibility waiver management, and coordination of compliance activities.
Assist with enterprise security initiatives, audit support, vendor management, technical documentation, executive presentations, and strategic roadmap planning. Required Qualifications 10+ years of experience supporting Texas state government agencies and enterprise application environments. Expertise in PeopleSoft FSCM or HCM 9.2 environments, PeopleTools, PeopleCode, Application Designer, SQL, PS Query, SQR, Application Engine, and Oracle 11 or higher.
Strategic roadmap development and long‑term technology planning. Executive‑level communications, presentations, and stakeholder engagement. Technical project management supporting large enterprise systems.
Contract interpretation, vendor governance, and vendor accountability management. Data integration, data quality, and SDLC methodologies. IT Service Desk operations and ITIL framework methodologies.
Full administration and support of a BOSSDesk or comparable ITIL‑compliant Service Desk platform. Business requirements gathering for large enterprise initiatives. Agile and traditional SDLC methodologies.
Information security frameworks such as NIST. Strong written, verbal, and interpersonal communication skills. Experience working effectively with distributed and remote teams.
Problem‑solving, multitasking, and organizational skills. Accessibility compliance and WCAG standards experience. Enterprise audit and compliance support.
Preferred Qualifications 10+ years of software and hardware asset management best practices. 10+ years supporting legacy statewide financial systems. 10+ years developing technical specifications for IT procurements. Experience supporting statewide ERP programs. Major Incident Management (MIM) experience.
Disaster Recovery planning and testing. Enterprise reporting and analytics. Service Desk integration and API support.
Location and Work Model Primary Work Location: Texas Comptroller of Public Accounts, LBJ State Office Building, 111 E. 17th Street, Austin, Texas 78711. All remote work locations must remain within the continental United States. Candidates must be available for occasional on‑site meetings, onboarding activities, operational support, testing events, or business‑critical activities as requested.
