Salary: $117,157.20 - $142,744.56 Annually Location : Bremerton, WA Job Type: REGULAR FULL-TIME Job Number: 2026-00008 Department: Public Works and Utilities Division: Utility Operations Opening Date: 03/13/2026 Closing Date: Continuous FLSA: Exempt Bargaining Unit: 1001 - Management & Professional General Function Under the general direction of the Director of Public Works and Utilities, serves as Utility Manager responsible for planning, organizing, and managing the maintenance and operations of the City's utility customer services, construction, repair and maintenance of water system, sanitary sewer system, stormwater sewer system, collection, transmission and distribution infrastructure and equipment. The position is responsible to assure that assigned projects are completed safely in a timely manner and conform to the required specifications. These responsibilities require the exercising of independent judgment regarding manpower needs, equipment, construction methods and material utilization.

This position also serves as the Department Safety Officer responsible for creating, implementing and enforcing safety policies. Carry out workplace inspections to identify potential hazards. Investigate accidents and incidents and complete and submit necessary documents.

Ensure compliance with all agencies and provide training to employees on safety topics and required certifications. Representative Essential Duties and Responsibilities (Note - this list is intended only to illustrate the various types of work that may be performed. The omission of specific statements does not exclude them from the position.) Division Management : Directs the preparation of budget requests for functional units of the division; determines annual work program, evaluates material, equipment, and personnel needs; prepares and justifies division's annual budget request.

Recommends work to be performed by division personnel and work to be contracted to outside vendors. Directs and coordinates work of supervisory staff. Selects, trains, and evaluates supervisory personnel and reviews personnel actions of supervisors.

Implements and directs division's operations, personnel, safety, performance standards and financial policies and procedures. Assures that all division work is performed in compliance with local, regional, state and federal regulations; prepares reports, obtains permits and other regulatory documents, as needed. Field Service Operations : Schedules and supervises on-going field service operations and personnel involved in the installation, testing, reading, repair and maintenance of water meters.

Provides for inspection and testing of cross connection control systems. Implements service connections and disconnections. Coordinates emergency response activity.

Responds to customer service requests and complaints. Monitors and maintains records on field service activity and transmits field data and information to appropriate operations staff. Assists technical and administrative staff in investigating and resolving water system service, transmission and distribution system problems.

Construction, Maintenance and Repair : Implements maintenance and repair schedules and projects for water system, sanitary sewer system, stormwater sewer system, collection, transmission and distribution infrastructure. Coordinates procurement of needed supplies, materials and equipment; prepares and issues work orders, supervises employees and inspects performed work. Provides cost and time estimates for planned or proposed projects.

Prepares operational reports as needed; coordinates activity with other departments or agencies. Makes recommendations on changes or improvements to operations and systems. Safety Officer : Participates with Risk Management and the City's Safety and Health Committee on safety issues.

Provides assistance to the department on safety matters, coordinates safety training for department employees. Conducts routine safety inspections of department facilities, review and create Job Safety Analysis for each job performed. General : Participates in the general administrative operations of the department.

Responds to inquiries from internal and external sources; produces written and verbal reports on administrative and field service subjects, as assigned. Assure that assigned projects are completed safely in a timely manner and conform to the required specifications. Performs other assigned work which is consistent with the responsibilities of the classification and necessary to the overall management of the department. Other Duties Regular attendance is an essential requirement Performs related work as assigned and/or required KNOWLEDGE, SKILLS AND ABILITIES (Entry Requirements) Knowledge of: Principles, practices and methods of municipal utility engineering technical and support functions; Maintenance and repair methods of municipal utility water and wastewater infrastructure, equipment and systems; Construction methods, standards, equipment, labor and inspection applications; Fundamental intent and basic provision of the Uniform Plumbing Code; Modern practices, materials and methods used for utility service operations, infrastructure equipment and system maintenance; Safe working practices, procedures and safety training methods; Techniques used for gathering, evaluating and summarizing utility service information in preparing budgets; Management, personnel and ethical practices as they apply to utility service operations; Ability to: Apply utility service operating and construction principles to all types of utility services and projects. Interpret and effectively apply complex governmental policy intent and/or specific regulatory provisions to general and specific conditions.

Evaluate, plan and establish a proper sequence of action for multiple functional units and personnel to accomplish goals. Assemble, organize, evaluate and produce statistical and factual summations/cost estimates. Persuasively and ethically communicate ideas and assert a point of view in complex or controversial situations.

Provide verbal and written directives, information and advice to a wide variety of people. Operate or learn to operate modern office microcomputer and telecommunications equipment and systems. Exhibit and instill in subordinates a high service priority in contacts with the public and others encountered in work.

Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms.

Body agility is emphasized. This factor is important if the amount and kind of climbing required exceeds that required for ordinary locomotion. Balancing.

Maintaining body equilibrium to prevent falling and walking, standing or crouching on narrow, slippery, or erratically moving surfaces. This factor is important if the amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium. Stooping.

Crawling. Moving about on hands and knees or hands and feet. Reaching.

Extending hand(s) and arm(s) in any direction. Standing. Particularly for sustained periods of time.

Walking. Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another. Pushing.

Using upper extremities to press against something with steady force in order to thrust forward, downward or outward. Pulling. Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.

Lifting. Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. This factor is important if it occurs to a considerable degree and requires substantial use of upper extremities and back muscles.

The act of using the fingers to manipulate, press, or control an object or material. Grasping. Applying pressure to an object with the fingers and palm.

Feeling. Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips. Talking.

Expressing or exchanging ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly. Hearing.

Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discriminations in sound. Repetitive motion.

Substantial movements (motions) of the wrists, hands, and/or fingers. Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.

Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met. Light work.

The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes. The worker is required to have visual acuity to perform an activity such as: operates machines, such as lathes, drill presses, power saws, and mills where the seeing job is at or within arm's reach; performs mechanical or skilled trades tasks of a non-repetitive nature, such as carpenter, technicians, service people, plumbers, painters, mechanics, etc.

The worker is required to have visual acuity to operate motor vehicles and/or heavy equipment. The worker is required to have visual acuity to determine the accuracy, neatness, and thoroughness of the work assigned (i.e., custodial, food services, general laborer, etc.) or to make general observations of facilities or structures (i.e., security guard, inspection, etc.). WORKING CONDITIONS : The worker is subject to both environmental conditions.

Activities occur inside and outside. The worker is subject to extreme cold. Temperatures typically below 32 degrees for periods of more than one hour.

Consideration should be given to the effect of other environmental conditions, such as wind and humidity. The worker is subject to noise. There is sufficient noise to cause the worker to shout in order to be heard above ambient noise level.

The worker is subject to hazards. Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals. The worker is required to function in narrow aisles or passageways.

Qualifying Education and Experience (Minimum Requirements) A four-year degree in operational area (utility operations) or equivalent and five years' experience in a supervisory position in utility systems and repair. Other relevant education and experience may be accepted if that education and experience demonstrates the knowledge, skill, and ability required to perform the essential duties and responsibilities listed above. Municipal experience preferred.

Required Licensing and Certification A valid Washing State driver's license is required and must be obtained prior to date of appointment or another date set by the City. A Cross Connection Control I certification and a Water Distribution Manager IV Certification are required and must be obtained within one year of appointment or another date set by the City. Wastewater Certification I.

Group Insurance - Effective the first of the month following the date of hire, regular employees are eligible for the City's medical and dental insurance plans.

Currently, the City pays the premium for your choice of one of two health insurance plans, Kaiser Permanente or Regence HealthFirst 250 Plan. To cover dependents employees pay 20% of the dependent premium. Dependents may be added when hired, within 30 days of birth or adoption, during the annual open enrollment, or if you have a qualifying event (e.g. marriage, divorce, spouse loss of job or medical coverage).

Stipend in Lieu of Medical Coverage An employee who waives the right to obtain medical insurance coverage through the City and who provides proof of credible coverage through his/her spouse or other source shall be entitled to receive a stipend as follows: Employee Only $150.00 Employee & Spouse $300.00 Employee, Spouse & 1 Dependent $350.00 Employee, Spouse & 2 Dependents $400.00 Employee & 1 Dependent $300.00 Employee & 2 Dependents $350.00 Employees shall be required to notify Human Resources, in writing, during open enrollment, of their desire to waive medical coverage, or at anytime during the year if a qualifying event occurs which would change their status (e.g. marriage, divorce, spouse loss of job or medical coverage). Dental Plan - The City provides a dental plan through Washington Dental Service for both you and your dependents at no cost to you.

Dependents must be added when you are hired, within 30 days of birth or adoption, or during the annual open enrollment. VSP Vision Plan - The City provides vision coverage for both employee and dependents at no cost to the employee. Life Insurance - Life Insurance is available at the employee's expense in amounts from $10,000 to $500,000. You may enroll when hired or at annual open enrollment. Voluntary Long-Term Disability (LTD) - LTD coverage is available at the employee's expense.

LTD will pay you up to 60% of your salary if you become disabled for more than 90 days due to the same or a related sickness or injury, which must be accumulated within a 180 day period. Voluntary Short Term Disability (STD) - STD coverage is available at the employee's expense. Monthly benefit amounts from $400 - $5,000 (offered in increments of $100).

Maximum income replacement is 66 2/3% of income. Benefit periods are 3 months; 6 months; 12 months; or 24 months. Retirement - The City provides a comprehensive retirement program through the Public Employment Retirement System (PERS).

If you have an account established in PERS prior to October 1, 1977, Plan 1 would apply or after October 1, 1977, Plan 2 or 3 would apply. If you have not already made a plan choice, you have the option of Plan 2 or Plan 3. You have 90 days from your employment date to choose between Plan 2 and Plan 3.

If you have not decided within 90 days of employment, you will automatically be enrolled in Plan 3, Option A, at 5%. The PERS plans 1 and 2 are defined benefit plans to be taken when you qualify for retirement. Service credit and average final compensation with a minimum of 5 years service for vesting determine the amount of the benefit.

Plan 3 is a combination of defined benefit plan and a defined contribution plan. See your plan booklets for further information. Deferred Compensation - You may choose between three different plans.

The City will contribute 4% of your gross monthly wages. If you wish, you may also contribute with a minimum of $30 per month and a maximum annual combined contribution (employer and employee) of $24,500 You have 30 days to return your plan choice to Human Resources. Holidays - The City observes the following holidays plus one (1) floating holiday: New Year's Day Martin Luther King's Birthday President's Day Memorial Day Juneteenth Independence Day Labor Day Veteran's Day Thanksgiving Day Day after Thanksgiving Christmas Holidays that fall on Saturday are observed the preceding Friday.

Holidays that fall on Sunday are observed on Monday. You must take your floating holiday by 12/31 or it will be forfeited. Vacation Leave - Management and professional staff will be granted vacation days at the first of each year based on years of employment: Through 2 full years 15 days Through 5 full years 20 days After 5 full years 25 days Sick Leave - Sick leave is accrued at the rate of 12 full days per year and is credited to your sick leave balance each pay period.

The maximum accrual is 125 days. If you use 2 or less sick days in a calendar year, an incentive of 1 vacation day will be added to your vacation balance at the beginning of the following year. Bereavement Leave - Upon the death of a member of the employees immediate family, three days of bereavement leave are allowed for attending funerals in the State of Washington and five days for attending out of State funerals.
