Job Title: HR Manager Department: Human Resources Location: Chennai Reporting To: Head HR / General Manager / Director Industry: Facility Management / Solid Waste Management / Environmental Services / Property Management Employment Type: Full-Time | Permanent 2. Position Overview The HR Manager will head the Human Resources function across all Solid Waste Management (SWM) projects. The role is responsible for effective manpower planning, statutory and labour compliance, payroll operations, employee engagement, and fostering a performance-oriented work culture.
The incumbent will work closely with Top Management, Operations, Administration & Purchase, and Accounts teams to ensure seamless HR operations for both site-level and corporate employees. 3. Key Responsibilities Manpower Planning & Recruitment Develop and implement manpower plans aligned with project and operational requirements. Lead end-to-end recruitment for all levels, including Supervisors, Drivers, Executives, Assistant Managers, Managers, and senior management roles.
Coordinate with site teams to ensure timely deployment, onboarding, and induction of manpower. Manage contracts with manpower vendors and ensure statutory adherence. Statutory Compliance & HR Documentation Ensure full compliance with applicable labour laws including Minimum Wages, PF, ESI, Bonus, Gratuity, and Shops & Establishments Act.
Maintain employee records, attendance, muster rolls, and wage registers as per statutory requirements. Liaise with labour departments and government authorities for inspections, audits, and compliance reviews. Payroll & HR Operations Oversee end-to-end payroll processing and attendance management.
Review and validate monthly salary sheets, overtime calculations, and statutory deductions. Coordinate with the Accounts team for salary disbursement, TDS, and statutory filings. Implement and monitor digital attendance systems (e.g., ESSL) across multiple project sites.
Employee Engagement & Grievance Management Design and drive employee welfare, engagement, and motivation initiatives. Handle employee grievances, counselling sessions, and disciplinary matters effectively. Strengthen communication between management and field teams to improve engagement and reduce attrition.
Conduct training and awareness programs related to safety, hygiene, discipline, and compliance. Performance Management Implement and manage performance appraisal systems across all employee levels. Identify skill gaps and recommend training and development initiatives.
Support management in improving workforce productivity and efficiency. Policy Development & Implementation Formulate, review, and update HR policies, SOPs, and guidelines in line with legal and organizational requirements. Implement disciplinary procedures, reward, and recognition frameworks.
Ensure consistent application of HR policies across all project locations. Liaison & Coordination Coordinate with labour contractors, local authorities, and unions (where applicable). Support operations teams in resolving workforce or community-related issues.
Represent the HR function during management reviews, audits, and compliance assessments. 4. Qualifications & Experience UG / PG / PGDM in Human Resources or a related discipline. 8 15 years of overall HR experience, with at least 5 8 years in Solid Waste Management, Infrastructure, Facility Management, Manufacturing, or similar sectors. Strong expertise in statutory and labour compliance, particularly for contractual and municipal workforce environments.
Proven experience in managing large-scale on-roll and off-roll manpower (minimum 3,000+ employees). 5. Key Skills & Competencies Strong communication, negotiation, and interpersonal skills. Effective leadership and decision-making abilities.
Hands-on experience with HRMS and payroll systems. Analytical mindset with strong problem-solving capabilities. Ability to manage multi-location, field-intensive workforce operations. 6.
Key Performance Indicators (KPIs) Timely recruitment and deployment of manpower for projects. Zero statutory non-compliance during audits and inspections. Reduction in attrition and absenteeism levels.
Efficient grievance resolution and improved employee satisfaction. Accurate and timely payroll processing and statutory filings.
