Job Description
Overview Location: Ottawa, Ontario, or Toronto, Ontario (hybrid). Closing date: July 14, 2026. Salary range: $119,430 to $145,970 per year.
Canada’s Drug Agency (CDA‑AMC) is a pan‑Canadian health organization that provides independent evidence and advice to health system leaders. This role is full time, indefinite, and follows a hybrid work schedule with a minimum of two days onsite. Responsibilities Contribute to and manage the team responsible for defining, developing, implementing, resourcing, and continually refining science and health technology methods, standards, processes, and guidelines, ensuring scientific credibility, consistency, quality, and methodological rigour.
Be accountable for activities that advance this function, in alignment with strategic direction and organizational purpose, as outlined by the CDA‑AMC strategic plan, annual business plan, and corporate performance measurement initiatives. Generate reports and publications that advance HTA methods, including key strategic initiative papers, white‑paper briefs, methodology reports, guidelines, policies, manuscripts, and presentations. Collaborate with other business units to optimize processes and ensure appropriate quantitative, RWE, qualitative, or ethics methods support.
Serve as the internal and external communications lead on quantitative, RWE, qualitative, and ethics methods, standards, processes, and tools. Mentor and develop capabilities for direct reports. Contribute to education and training on HTA methods to internal teams and external users.
Demonstrate leadership in internal and international HTA collaborations, aligning methods, standards, and processes with best practices. Qualifications Graduate or postgraduate degree in a health‑related discipline (e.g., statistics, biostatistics, clinical epidemiology, pharmacy, public health, social sciences, psychology) with at least 2 years of relevant experience in quantitative, qualitative, mixed‑methods, or ethics research. Broad knowledge and experience in HTA methods, including expertise in at least one of quantitative research design, RWE, or ethics.
Knowledge of appraisal methods and standards used in drug and health technology assessment. Strong grounding in evidence‑based medicine, critical appraisal, and evidence synthesis. Understanding of the Canadian health care system and the role of HTA.
Minimum of 2 years of people‑leadership experience, with a proven ability to develop, engage, and empower others while navigating competing priorities. Ability to envision future direction, build actionable plans, prioritize effectively, and adapt approaches in a shifting environment. Ability to contribute to the development, refinement, and advancement of methods as they pertain to HTA.
Ability to manage, facilitate, and champion change in response to priorities and the external environment. Ability to build and maintain productive working relationships, engaging with others from a place of trust and respect. Commitment to own continued professional development, staying current with national and international HTA programs and trends.
Advanced oral and written communication skills, with the ability to listen, problem‑solve, negotiate, and facilitate discussions to achieve outcomes. Legally eligible to work in Canada. Basic understanding of health economics and use of clinical data in economic modelling. Advanced degree in pharmacy. Fluency in French.
