Description The Digital Modernization Sector at Leidos is seeking a Chief Engineer to support the HEITS Contract as part of the Department of Homeland Security (DHS) Insider Threat Program (ITP). The role serves as the senior technical expert for a team of engineers and architects responsible for sustaining, developing, and advancing the ITP cybersecurity infrastructure baseline and providing critical troubleshooting and technical knowledge for customer systems. The selected candidate will lead a team of 12-15 technical staff—including User Activity Monitoring (UAM) Engineers, DBAs, Information Assurance, Network Engineers & Systems Engineers—to deliver engineering solutions that protect DHS from insider threats.

The position emphasizes engineering excellence, effective team management, and cross‑functional collaboration with stakeholders. Responsibilities Oversee all engineering activities for the User Activity Monitor Software solution, including baseline configuration, maintenance, updates, and performance troubleshooting. Partner with stakeholders to ensure full deployment of the UAM software across the enterprise and eliminate coverage gaps.

Maintain and support ITP enterprise infrastructure, performing routine maintenance, guidance on upgrades, and system recapitalization. Manage availability and capacity for networking components, ensuring all switches and routers remain fully operational. Oversee the High Speed Guard Cross Domain solution that facilitates data transfer between classification domains.

Document hardware and software configuration management processes and procedures. Support performance management by tracking key metrics that reflect enterprise efficacy and performance. Supervise information assurance activities to maintain continuous security accreditation.

Provide training to stakeholders on UAM tool usage and implement a personnel certification program. Lead engineering response during emergencies, system failures, or critical incidents. Manage multiple priorities in a fast‑paced environment while maintaining high analytical and decision‑making standards.

Work on‑site during after‑hours maintenance windows as required. Apply industry standards and frameworks such as NIST, FISMA, and Common Criteria in solution design and evaluation. Evaluate, test, and recommend new security technologies to enhance enterprise defenses.

Perform additional duties as assigned by program leadership. Basic Qualifications Bachelor’s degree and 12‑15 years of relevant experience, or Master’s degree with 10 years of relevant experience. Prior experience as an Engineering Lead or Engineering SME.

Excellent written and oral communication skills. Proficient in developing and maintaining technical documentation, analysis, and reports. Experienced in preparing and presenting briefings to senior customer management and stakeholders.

Working knowledge of the ITIL framework and best practices. Understanding of defense‑in‑depth principles, network/high‑level security architecture, network topology, IT device integrity, and common security elements. Ability to obtain DHS EOD SCI clearance.

Position may allow rotational telework; site location Springfield, VA. Preferred Qualifications Master’s degree from an accredited institution in IT Management, Engineering, or a related field. Proven experience (12+ years) in IT service delivery management.

Previous experience as a Chief Engineering Lead in DoD or DHS. Certified Information Systems Security Professional (CISSP). Experience obtaining and maintaining ATO for government systems.

Experience overseeing a technical engineering team. Experience with Oracle Database. Experience with User Activity Monitoring products and platforms.

Experience with Everfox High Speed Guard Platform. Experience with Cisco or Juniper networking concepts. Experience with on‑premise systems infrastructure.

Pay and Benefits Pay Range: $154,050.00 – $278,475.00. The Leidos pay range for this job level is a general guideline only and is not a guarantee of compensation. Additional factors considered include responsibilities, education, experience, knowledge, skills, internal equity, market data, and applicable law.
