Resource Manager / People Development Manager (P3M) Location: Reading area (2 days per week onsite) Contract Length: 12 Months Rate: Up to ยฃ63.55 per hour Umbrella / ยฃ47.85 per hour PAYE We are seeking an experienced Resource Manager / People Development Manager (P3M) to join a major public sector programme. This role will focus on resource planning, workforce capability development, and supporting organisational change across a complex project and programme environment. The successful candidate will work closely with stakeholders to ensure effective deployment of resources while helping to develop long-term capability and professional development frameworks.
Key Responsibilities Manage and deliver people development workstreams including professional development, future careers, learning and training initiatives. Support resource management activities, ensuring effective allocation and utilization of personnel across projects and programmes. Assess future capability requirements through management information, stakeholder engagement, and industry insight.
Develop competency frameworks, mentoring opportunities, and professional development pathways. Enhance graduate, apprentice, trainee, and early careers programmes. Create and maintain learning and training frameworks that support career progression and capability growth.
Collaborate with internal and external stakeholders to understand workforce requirements and establish priorities. Maintain and update relevant knowledge management and information-sharing platforms. Support recruitment and workforce planning activities as required.
Lead, coach, and develop team members to achieve business and personal objectives. Essential Skills & Experience Proven experience in resource management and workforce planning. Previous experience supporting recruitment and resourcing activities .
Understanding of Project, Programme and Portfolio Management (P3M) environments. Strong stakeholder management and communication skills. Experience developing people capability, training, learning, or professional development initiatives.
Ability to work across multiple priorities within a complex organisation. Desirable Membership of the Association for Project Management (APM) or equivalent professional body. Experience within large-scale public sector or highly regulated environments.
