Job Description
VOALA is a non‑profit human services organization committed to serving people in need, strengthening families, and building communities. The Senior Operations Manager supports the organization’s goal of delivering substance use treatment and related services. Job Summary And Purpose The Senior Operations Manager is responsible for identifying and marshaling the resources necessary to achieve the organization’s goals through the various programs operated by VOALA.
The role includes overseeing program development, budgets, staffing, quality assurance, grant reporting, facility licensing, health and safety compliance and community partnership coordination. Duties And Responsibilities Program Development – develop and manage program budgets, performance goals, policies, procedures, and communications in collaboration with the Clinical Regional Director and Program Managers to meet grant, state, and CARF requirements. Supervision of Programs – oversee facility operations, health and safety standards, service documentation, and quality of service delivery.
Ensure all client services are documented in both paper and electronic health record (EHR) formats. Monitor service provision and propose improvements to senior management. Support Program Managers in daily operations and client support.
Coordinate grant reporting and funder communications. Training – train, coach, and manage program staff on requirements, tools, and evidence‑based practices. Communicate expectations clearly and conduct in‑service training.
Delegate tasks to appropriate personnel. Coordinate Multiple Programs – supervise teams across programs, collaborate with HR and corporate administration, address staffing issues, and manage performance, attendance, and compliance. Budgeting – publish monthly budget reports, allocate resources, analyze budget performance, and report recommendations to the CEO and CFO.
Communications and Collaboration – keep leadership informed of progress toward grant goals, meet reporting deadlines, collaborate with community partners, and represent VOALA in public relations. Plan and participate in community outreach to maintain support for the programs. Essential Duties Report to the office and other sites as required.
Develop policies and contingency plans that meet CARF and regulatory requirements. Provide ongoing training and coaching to staff, ensuring compliance with evidence‑based practices, EHR, and staffing processes. Allocate resources—financial, facility, staffing, and support—to meet program objectives.
Maintain accountability to funders and communicate regularly about program performance. Coordinate services with external providers, linking clients to community and supportive resources. Represent VOALA in networking, public relations, and community outreach.
Act as a change leader, improving processes to achieve the organization’s mission. Coach and mentor junior staff. Perform other duties as required, subject to change.
Mandated Reporter All employees are considered Mandated Reporters and must report any instance of physical or sexual abuse to proper authorities. Qualifications Requirements Pass a fingerprint clearance, background check, and verification of references, employment, and education. Ability to work under emotional stress and manage difficult or aggressive clients.
Education Bachelor’s degree in Social Services, Business Operations, or related discipline, or four years of related experience. Current Alcohol and Drug Counseling Certification from an approved organization (CCAPP, CADTP, or CADEE). Experience Five years of experience in business or non‑profit management.
Two years of budget management or oversight experience. Two years of policy development and continuous improvement experience. Experience in grant management and reporting.
Experience with SUD treatment and MAT. Preferred Qualifications Master’s degree preferred; LMFT preferred. History of working with community partners and existing relationships.
Experience connecting clients to community and government resources. Familiarity with CARF accreditation. Bilingual in English and Spanish.
Knowledge of community resources and Harm Reduction Model. Experience with electronic health records and related databases. Volunteer of America is an Equal Opportunity Employer.
