Job Description
Overview King County’s Department of Information Technology (KCIT) is seeking two dynamic, customer-focused Senior HR Analysts to partner with hiring managers and lead full‑cycle recruitments to attract and retain top IT talent. The position is a Special Duty Assignment or Term‑Limited Temporary role for 12 to 18 months. Responsibilities Manage full‑cycle recruitments for a wide range of roles, including complex and technical positions, in partnership with hiring managers.
Maintain candidate relationships throughout the recruiting lifecycle. Adhere to county recruitment workflows and tools, ensuring diverse candidate pools and removal of employment barriers. Promote King County as an Employer of Choice through social media and recruitment strategies.
Collaborate with HR colleagues to refine and enhance KCIT talent acquisition best practices. Use and maintain data in the Applicant Tracking System (ATS) NEOGOV. Utilize Microsoft Office tools (MS Teams, Dynamics, SharePoint, etc.) in daily work.
Exercise independent judgment on complex recruitment scenarios, applying employment rules, policies, practices, and laws. Collect and analyze recruitment data to identify issues and trends and develop improvement strategies. Provide excellent customer service, responding to HR inquiries and delivering clear guidance to applicants, employees, and stakeholders.
Manage records per legal requirements, including timely creation, maintenance, and archiving. Work collaboratively as a key member of the HR team with a consultative, solutions‑focused approach. Assist HR team members with a variety of HR functions as needed.
Required Knowledge and Skills Human‑resource principles, practices, legal environment, and trends related to recruitment and selection. Human‑resources reporting and record‑keeping requirements. Fair employment practices, laws, and regulations (discrimination, ADA, civil rights, etc.).
Public sector recruitment and selection principles, practices, and knowledge. Proficiency with NEOGOV Insight or other HRIS/ATS systems used in recruitment. Navigation of PeopleSoft HCM for recruitment and HR processes.
Successful management of full‑life‑cycle recruitment projects, including consultation, material development, and candidate experience coordination. Research, analysis, and independent thinking skills. Consultation on recruitment issues.
Exceptional customer service and verbal and written communication skills. Minimum Qualifications Bachelor’s degree in business administration, Human Resources, or a related field. Five years of increasingly responsible talent acquisition experience in a public sector role, including independently conducting full‑cycle recruitment/selection across broad disciplines.
Proficiency with NEOGOV Insight and system data analysis. OR equivalent education and experience that demonstrates ability to perform all essential duties. Desirable Qualifications Demonstrated success in technical/complex recruitments.
Prior HR experience within a unionized environment. Hybrid Work KCIT employs a hybrid model with a mix of office and remote work. Remote work availability depends on business needs.
Primary onsite location is the Chinook Building, 401 5th Ave, Seattle, WA 98104. Employees must reside in Washington State and be within reasonable distance to their King County worksite.
