A Snapshot of Your Day As the demand for energy sector infrastructure is rapidly increasing, we are seeking a knowledgeable and proactive Regulatory & Cost Efficiency Analyst to support our Substations UK&I Business delivering a portfolio of complex High Voltage Substation and FACTS Projects. How You’ll Make An Impact Interpret and report on relevant Ofgem regulatory requirements, guidance, pricing policy, licence conditions and consultation documents. Support TSOs in demonstrating efficiency, economic justification and value for money in line with regulatory expectations.
Produce structured cost‑benefit analyses, variance assessments, benchmarking and regulatory justification summaries to demonstrate cost effectiveness. Draft high‑quality “demonstrating efficiency” reports for internal leadership, TSOs and regulatory stakeholders. Develop effective procurement strategy, providing responses to regulatory queries to the required deadlines.
Support operational teams with Customer Open Book Pricing Policies and associated KPIs; act as lead for OBP audits during tender and execution phases, providing timely evidence‑based substantiation and responding to published audit reports while protecting commercially sensitive information. Support proposals team with business responses to pre‑qualification questionnaires related to cost mitigation, cost efficiency, regulatory requirements, value engineering and value add. What You Bring A relevant bachelor’s degree or equivalent, with professional qualification.
Strong understanding of Ofgem regulation obligations, reporting expectations, commercial drivers & incentives and price control governance; awareness of energy policies and RIIO/ASTI frameworks within the UK energy sector. Experience working with or alongside TSOs, DNOs, regulators, or major energy infrastructure organisations. Familiarity with high‑voltage substation design & construction.
Excellent analytical skills with ability to interpret financial and operational project data. Outstanding written communication skills, especially in drafting well‑structured regulatory or technical reports. Knowledge and competence in analysing cost data, financial models, benchmarking, performance metrics, commercial trends and pricing & tax regulations.
Background in finance, regulatory affairs, economics, engineering or commercial management. Experience contributing to Ofgem submissions or other regulatory bodies. Demonstrable proficiency in IT, adoption of digital tools and presentation abilities.
