About the Role NCSC Installation Engineering Program Director (Installation Test Facility) The Engineering Program Director (PD) for the NCSC Installation Test Facility (IES) is the primary technical authority for the Prime System Integrator (PSI) under the Combat Management System Software Support Contract. Working closely with the lead PSI, the PD ensures engineering, integration and test activities are completed on schedule, within budget and to required quality standards. Main Responsibilities Provide technical direction for defining and developing system design and architecture for the Canadian Surface Combatant (NCSC) IES and coordinate all appropriate design activities.
Be accountable for technical leadership and performance of NCSC IES activities. Ensure approved systems design processes are followed and be accountable for system architecture development. Ensure required system exchanges, simulations and analyses are performed, and ensure the quality of system-level deliverables.
Ensure bidirectional traceability of system requirements, accountable for system design cost, schedule, and technical performance. Ensure accurate decomposition of requirements and their implementation and subsequent verification; understand and manage technical impacts of changes from baseline throughout the lifecycle. Lead establishment and tracking of Technical Performance Measures (TPMs) for the project and track design-to-cost objectives.
Ensure accountability and verification of characteristics across the system, including identification and marking of critical requirements and characteristics and their verification. Be accountable for the technical integrity of all engineering products, maintain a fully documented, assigned and tracked baseline level for requirements, and be conscious of cost and schedule impacts on technical integrity. What You Bring to the Role Lead technical team Lead a multidisciplinary engineering team through all program phases.
Guide the team during design reviews, technical decision-making and procurement activities, ensuring alignment with program specifications and best practices. Stakeholder interface and program integration Act as the primary technical interface for program management, customers and external partners. Contribute to the program integration team by providing technical input on discussions, costs, schedules and risks.
Resource and personnel coordination Identify staffing needs, skills and training requirements; provide timely, accurate estimates of personnel, tools, infrastructure and other required resources. Performance, risk and dependency management Monitor technical progress using earned value and technical performance indicators. Define, document and communicate risks and dependencies to decision-makers and stakeholders.
Communication and documentation Provide regular technical updates to all stakeholders. Facilitate technical briefings, design reviews and procurement meetings. Education and Experience Required Bachelor's degree from a recognized university in a related discipline or equivalent apprenticeship training, with at least 15 years of professional experience.
At least 12 years of systems design experience in a systems design lead role (systems manager, technical director, systems design lead, leader of a technical development and systems integration team, etc.) or in a related industry. Experience in similar roles or on similar projects. Serving as a technical director/PSI on a major ship program is a key asset.
Recognized expert and authority in your discipline; demonstrated ability to influence and build customer relationships. Strong leadership skills, teamwork, broad business skills, agility and problem‑solving orientation. Required and Preferred Competencies, Skills and Experience Proven ability to handle difficult and sensitive situations.
Excellent organizational and analytical skills to design and deliver concise presentations. Experience with Canadian Defence projects. Experience in risk management and strong practical knowledge of Earned Value Management (EVM).
Ability to establish and maintain relationships; results-oriented with delivery capability. Exceptional communication skills and the ability to lead a team and foster an inclusive work environment. Proven ability to lead cross-functional technical teams through design reviews and procurement cycles; strong systems engineering background; experience designing and operating test facilities; knowledge of procurement processes, contract administration and supplier coordination.
