Manager, Finance Location: Halifax, Nova Scotia Employment Type: Full Time, Permanent Union Status: Excluded (Non-Union) Competition #: COR 25040 Closing Date: November 15, 2025 Overview Reporting to the Director of Finance, the Manager, Finance provides sound, timely financial advice, direction, and service to the Director. This includes coordination and preparation of monthly financial statements and the operating budgets for the Agency. Responsibilities Manage the monthly Agency financial management reporting process, including timelines, issue resolution, consolidation, KPI reporting, and monitoring.
Manage the forecast process for the Agency, providing the Director of Finance with required forecast reports and analyses, including program analysis and guidance. Maintain ongoing contact with District Finance managers and support development of the Agency budget. Brief the Director throughout the budget process, advising of budget policies and revisions to budget targets.
Assist Districts in compiling realistic and financially accurate operating and capital budgets. Coordinate the preparation of the Agency’s annual audit package and related reports for external auditors, ensuring deliverables meet deadlines and audit requests are addressed promptly. Lead the business functions and operations of the NSPHA payroll and benefits team, implementing payroll business processes for approximately 550 employees.
Research and make recommendations in accordance with CRA or PSAB guidelines or standards. Manage the agency’s funding by monitoring flows and establishing a fiscal year funding schedule. Coordinate filing of the agency’s HST returns.
Ensure effective management of human and financial resources by setting and evaluating staff performance targets, promoting diversity and inclusion, maintaining a healthy workplace, demonstrating leadership, respecting HR practices and OHS policies, and fostering teamwork and engagement. May perform other related duties as assigned. Qualifications Bachelor’s degree in business administration, Finance, Accounting, or Commerce.
Certified Professional Accountant (CPA) designation. 5–7 years of progressive experience in financial management or a similar senior leadership role, preferably overseeing diverse corporate functions in a unionized environment. In-depth working knowledge of Canadian GAAP and PSAB. Advanced Excel skills (modeling, data analysis).
Proven leadership abilities and a team‑oriented approach. Excellent analytical, problem‑solving, and organizational skills with meticulous attention to detail. Exceptional written and verbal communication skills, with the ability to present complex financial information clearly to diverse audiences.
Knowledge of the Province of Nova Scotia’s financial management processes (nice to have). Experience with IT Project Management (nice to have). Proficiency in ERP systems, specifically Yardi Voyageur 7 (nice to have).
Familiarity with data visualization tools, such as Power BI (nice to have). Benefits Salary: $94,160.06 – $122,407.56 annually (MC 25). 35‑hour work week. Comprehensive benefits including health, dental, life insurance, and pension.
