Overview This post is fixed term for 6 months. Sandwell Council’s HR Division is seeking a proactive Job Analyst on a 6 months fixed-term contract. The organisation operates to a hybrid working model.

The purpose of the role is to lead and deliver high-quality, consistent, and defensible job evaluation outcomes across the Council using the online Gauge Job Evaluation System, ensuring compliance with equal pay legislation and best practice. Role and responsibilities Lead the delivery of high-quality, consistent, and defensible job evaluation outcomes across the Council. Act as the primary expert in the NJC Job Evaluation Scheme, ensuring full compliance with Equal Pay legislation and the Equality Act 2010.

Operate with high professional autonomy, making decisions that directly impact pay, grading, and organisational risk. Maintain the integrity of the Council’s grading structure during periods of workforce transformation and change. Undertake robust evaluations for new and changed posts, including senior management roles.

Input and retrieve data from the Gauge online system, ensuring data integrity and technical accuracy. Plan, chair, and act as the professional lead to ensure fairness and transparency and that all evaluations follow agreed procedures. Provide specialist advice to senior managers, HR, and Trade Union representatives on JE principles and outcomes.

Attributes and requirements Significant experience using the GAUGE computerised job evaluation system. Demonstrable experience of dealing and negotiating with Trade Unions. Factor Plan Analysis background.

An understanding of the legislative framework and governance arrangements applicable to Local Government. Deep understanding of equal pay case law and local government reward frameworks. Ability to travel to all parts of the borough.
