ABOUT THE COURT The Superior Court of Los Angeles County is the largest unified trial court in the United States. The Court’s 582 judicial officers and over 4,600 full‑time employees work across 36 facilities to provide equal access to justice for more than 10 million residents in an area covering 4,084 square miles. ABOUT THE POSITION This position is responsible for overseeing software development teams that design, build, and maintain critical business applications supporting essential court operations and public services.

The role focuses on delivering modern, resilient, and user‑centered solutions that advance access to justice and organizational effectiveness. KEY RESPONSIBILITIES Manage, direct, and evaluate staff in infrastructure operation, systems design, application development, database management, technology support, quality assurance, and other IT disciplines. Ensure work priorities and activities align with statutory, regulatory, and quality service expectations.

Recruit, mentor, and coach staff; monitor performance and take corrective action as needed. Collaborate with senior IT managers to shape human resources strategies, including hiring, training, development, and succession planning. Oversee daily operations of assigned units, manage resources, and implement process improvements.

Lead project portfolios: create project plans, conduct status meetings, and manage timelines and budgets. Build and maintain stakeholder relationships to deliver solutions that meet business objectives. Assess operational and public access requirements for enhancements, modifications, or new programs.

Set short‑term and long‑term strategic goals; develop performance metrics and improvement plans. Develop and manage business continuity plans and exercises. Prepare system flow and schema documentation; review specification documents.

Establish and enforce software and hardware standards. Research and recommend new technologies and processes to improve productivity and efficiency. Promote effective communication among teams, units, and management.

Oversee assigned budget. Perform other related duties as assigned. TELEWORK ELIGIBLE OPPORTUNITY This position may be eligible for full or partial telework after an initial training period and based on the Court’s needs.

MINIMUM REQUIREMENTS Option I: Bachelor’s degree in information technology, computer science, management information systems, or a related field and 7+ years of experience in IT systems design, development, or administration, including 4 years in a supervisory capacity. Option II: 11+ years of experience in IT systems design, development, or administration, including 4 years in a supervisory capacity. For options requiring educational credentials, applicants must provide supporting documentation.

DESIRABLE QUALIFICATIONS Technology skills: Deep expertise in C# / .NET with a strong grasp of clean architecture and SOLID principles. Fluency in software and microservices design patterns and authority in architectural decisions. Experience with modern AI frameworks, LLM integration, and prompting strategies.

Track record designing reusable, multi‑tenant software products at scale. Experience with DevSecOps maturity, pipelines, environment strategy, quality checkpoints, and telemetry. Leadership & soft skills: Executive‑level communication skills for presenting and influencing senior leadership.

Servant‑leadership mindset with demonstrated talent development. Ability to translate emerging technology trends into actionable strategy. Creativity in problem solving and challenging conventional approaches.

Budget & vendor management: Experience building and managing unit budgets and forecasting resource needs. Skill in vendor/SOW lifecycle management, evaluations, and contract compliance. Los Angeles Superior Court is an equal opportunity employer. #J-18808-Ljbffr
