Introduction THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended. Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application.

Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Failure to submit the Application or Supplemental Questionnaire will result in disqualification. Applications and Supplemental Questionnaires will only be accepted online.

DESCRIPTION THE COUNTY: Established in 1853, Alameda County has a population of over 1.6 million residents, making it the second largest county in the Bay Area and the seventh largest in the State. THE POSITION: Under general direction, positions in this classification have functional responsibility for the design, configuration and maintenance of the countywide ALCOLINK (PeopleSoft) systems; performs end user functional support, interprets and analyzes the system impact of business process changes; and other related duties as required. THE IDEAL CANDIDATE: In addition to meeting the minimum qualifications, the ideal candidate will possess the following critical attributes: Progressively responsible experience analyzing business requirements and information technology needs, preferably in a public sector environment.

Identifies and evaluates department business needs and applies independent judgment to lead and recommend technology solutions that improve system functionality, streamline business processes, and support organizational outcomes. In collaboration with department stakeholders and technical teams, develops, coordinates, and ensures completion of project goals, deliverables, and milestones aligned with organizational priorities. Demonstrates strong experience providing business analysis services across functional areas, including the ability to independently gather, analyze, and document user requirements and translate them into functional specifications that support system design and implementation.

Significantly contributes to the development of strategic and tactical plans related to the implementation and enhancement of information systems, reporting tools, and data analytics solutions. Develops training materials and delivers system training to end-users to support system adoption and effective use. Analyzes business process gaps and system issues and recommends and supports the implementation of technical and process improvements.

Coordinates and supports the integration of systems and applications to improve efficiency, data sharing, and overall system functionality across the organization. THE VACANCIES: We are currently recruiting to establish a countywide eligible list that will be used by any County department or agency needing to fill a vacancy in this classification. There are immediate vacancies in the General Services Agency.

MINIMUM QUALIFICATIONS Experience: The equivalent of three years of full-time professional experience in a position involving the design, implementation/upgrade, maintenance and training activities for a public or private agency comparable in size and complexity to the County of Alameda using a web based version of PeopleSoft, SAP, or Oracle Financials Purchasing, Human Resources and/or Benefits Administration. Special Requirements: Incumbents in this classification may be required to work evenings, weekends and/or on call. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS The most suitably qualified candidates will possess the following competencies: Knowledge of: Principles and practices of public sector human resources, benefits programs or purchasing functions. Use of web based, PeopleSoft SAP, or Oracle Human Resources, Benefits Administration or Purchasing software. Configuration tables/concepts and their impacts and relationships to automated system functionality.

Integrated systems testing approaches. Process Management. System Integration.

Strong customer service orientation. Application of Excel at an advanced level. Ability to: Correctly apply legal requirements, policy, binding contractual agreements, and program requirements to system functionality.

Analyze complex business data/problems and develop appropriate solutions. Understand the relationship among multiple interrelated systems. Problem solve, make sound decisions and appropriate recommendations.

Understand impact of complex system processes on system performance. Organize, prioritize and coordinate multiple tasks to meet critical deadlines. Work independently and in a team oriented environment.

Orally communicate effectively. Write and modify technical and user documentation. Develop and facilitate training to individuals and groups.

Use various software applications. Read, interpret and apply complex technical material. Establish and maintain effective working relationships with others.

EXAMINATION COMPONENTS THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS: A review of applicants' applications to verify possession of minimum requirements. Those applicants who possess the minimum requirements for the class will move on to the next step in the examination process. A review of candidates' Supplemental Questionnaires to determine the best qualified.

Those candidates considered the best qualified will move on to the final step in the examination process. An oral interview which will be weighted as 100 % of the candidate's final examination score. The oral interview may contain situational exercises.

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION. We reserve the right to make changes to the announced examination components. Alameda County utilizes a Civil Service Selection System founded on merit.
